I would go to a local automotive paint supply and see if you can get a 2k zinc rich primer in a spray can. Shake, activate, shake and spray. No gun to clean up...

It looks like his tabs are on upside down. When he bends them up the nuts will be on the front facing side of the tab. Not on the rear side like the examples

Liquids seal is better 3m urethane or 3m weatherstrip adhesive Some of this is obsessive. I doubt your car will ever see enough rain to be an issue. Even parked outside all of these cars are 50 years old and rust at the emblems is not the issue. No offense intended...

If I was worried about water entry at the emblems I would use some emblem adhesive or urethane sealant
