How's it going man, glad to see another youngster from Washington on here. If you're going for a modified rebuild, you might want to re-evaluate how much you can spend. Best paint your car yourself if you're also building a motor. Tires will be at least $200-$300 out of the budget. If you get your car painted by someone else it could be $1500 or $15000, you never know.
