What is the best way to stop the rust in the inspection lid hinge?

That's a good question! I don't know. Part of the problem is using something that prevents further rust with out locking up the pivot points.

Maybe treat the area with a conversion product and then keep it lubricated to prevent corrosion...

I absolutely agree---much better anti-corrosion  and lubrication properties than WD-40 in my personal experience.
