UPDATE: I bought and installed the reproduction seal from the ebay seller (link in my original post). Fit perfectly and so far no gas leaking from the filler cap. I am quite satisfied.2 points

It does sound like the chokes may be stuck open. This can happen if the screw for the linkage to the choke tube is too tight.1 point -
1 pointProbably some possible future use or different market scenario. Who knows what the intent of the plugged hole just to the left of my vacuum hole is for. Like the wiring harness including the hookups for electric fuel pump which made it easy for me to convert to electric fuel pump on my 12/70 car.1 point

Also forgot to add this here - last Nov. ZedHead pointed me to a TechnoToy kit for fitting the short nose R200 into the 280Z, so I could use the 350Z short nose I have (w/LSD), assuming I can figure the axle adaptation. Another design linked by CalZ on HybridZ1 point
