It is underneath the black box but there are two sides under the top plate on 77 at least. Thats what i see. I am 100% i was working with the correct relay.

Look by the fusebox and you should recognize the relays.

I just tried a spare ignition relay as well #3 and same result it just clicks. Seems like it is energizing but somewhere the voltage is getting dropped. I think there is a relay under the seat as well? I have a feeling it is not the relays!!!

Did you check voltage at the input and output of the relay when "clicked" and "not clicked"?

Didn’t realize such a big difference between 77&78 with relay locations

What wires would those be? I mean input at least?

I'm not totally sure.

I would expect the input that makes it click is switched power. It might be switched ground. I would expect 4 wires on the relay. Power in and out on the coil. Power in and out for the solenoid. So the solenoid "in"aught to have 12v when the ignition is on. If it doesn't the relay closing isn't goint to do anything. If it does have power, then when the relay closes you should have similar voltage on the solenoid "out". If not the relay contacts are fouled.

Maybe Zed or someone can elaborate with terminals and wire colors

I think that the numbers might be faintly visible on the relay, by each pin.

Different relay, borrowed picture from zcar forum but you can see the numbers.

I am picking a new ignition switch from Orielly's tomorrow. Lets see if that makes any difference. Meanwhile I think I need to start tracing the voltage back from the solenoid I think, that's the only way to figure this thing out i believe.

They show the "driver's belt switch" here but not in the starting diagrams above.  Confusing.

 

I apologize, I am way off my game.  Getting lazy.  I posted a drawing of the EFI relay.

I'll see if I can find one of the ignition relay.
