A bracket. :-)

Sitting on a leather something... Briefcase? Chair? Wallet?

It is a bracket that is used to attach the clear headlight covers. Those little allen wrench bolts you have are for the brackets. the brackets attach to the painted area on the headlight bucket with double faced tape.
