Friend of mine have very low vin number 1970 240z.

he want to know the factory color of this car,

anyway to find out ?

no paint sticker under the hood.

he want to restored it to factory color since the vin is lower than 00250

Has your friend looked at all of the "hidden" painted areas like under carpets, spare tire well, behind plastic panels?  Those areas generally don't get repainted unless the entire car has been media blasted or chemically dipped and stripped and would still have original factory paint.

There is no way that I know of to establish original color from the VIN.  You have to go back to the original paint layer or in an area that has not been repainted.
