Two potential meanings:

1. The most common, a small cake baked in a cup. Typically about 75mm diameter, and equally tall.

2. A saucy young woman with limited business skills assigned as an "Administrative Assistant" to an older business man for unstated reasons.

While is is probably too young to qualify for the latter, I suspect our birthday boy would accept either one. ROFL
