I am new to the 240z world and am curious why this line would be capped off? The car runs great. Is this something that should be fixed?

Yes there are actually two plugged off

Vacuum ports on the crossover tube - no longer used. Consult the Factory Service Manual to see what their original purpose may have been. Maybe connections to the air pump.

Moving over to a euro-style balance tube and removing the air gallery would tidy up the engine bay.
