any ideas about what these markings are? january 8th? this is where the steering column bolts to the dash

Just found this one in mine:

The original owner of the car had this to say about the symbol:

 

 "I tried to research the Japanese writing.  I found a close match for the bottom portion of the symbol; the English interpretation for that portion is winter. In another symbol group it looks like part of the phrase for Safe Driving."

 

I've been too busy fighting rust to translate it myself.
