Weak intermittent spark at points

'72 240Z. The car starts when cold but runs a bit rough, on restart it tries but no go. The dist cap and plugs and wires are new. Cranked it with the cap off and the spark at the points is weak and intermittent. New points, coil, capacitors. 12v to the distributor points. There is continuity between the points and ground with points open. Resistance between open points and ground is 8.5 ohms. Both with ignition off. It seems to me that continuity and the resistance with open points should not be there. Thinking that the new points might be defective I installed the old ones but with the same result.

The car was recently restored after sitting for 40 years and ran but rough and was hard to restart. Thinking it was because the carbs were running rich the carbs were dismounted to adjust the floats and fix a leak but that was not the cause. It has fire, fuel and air but something is stealing the fire. Any ideas what may the cause?
