I think I have a mixed up fuel line system, but want to verify.  I had someone install an electronic fuel pump and this is what they did.  Below are the questions I have:  

1. Does the input to the fuel filter connect to the shorter (more rearward) fuel line?

2. Does the output of the fuel filter connect to the bottom rail of the fuel rail?

3.  If correct above, then what does the top fuel rail and longer (more forward) fuel line do?

Here are a description of the pics I attached:

The diagram shows the way it’s configured.  The fuel filter is connected to the shorter (more rearward) fuel line along the frame, and then connects to the top rail of the fuel rail.

The next pic shows how he connected them with two filters.  That’s what tipped me off to an potential issue.  He did that to accommodate the different sized pipes from fuel filter and fuel rail.

The next pic shows the shorter (more rearward) line connected to the fuel filter.

Lets address this in different terms. There are two steel lines along the frame rail - one is larger diameter than the other. The larger one is the fuel supply, the smaller one is the return to the tank. Similarly the fuel rail has two diameter openings. The larger one is the supply side for the carbs, the smaller one with the pinhole-sized opening is the return to the tank. Your filter should be on the supply side between the frame rail line and the fuel rail. There is no need for a filter on the return side.

I have the cheaper and more available Fram g2 filter before the OE fender mounted filter. I change the cheap one when I do an oil change. They're just a few dollars.
