What type of wheels are these?

The seller does not know who the manufacturer is but said they are 16x7, 4x4.5 bolt pattern, he thinks the offset is +25. He only wants 300 for all 4. i havent looked at them in person but he has told me that they are all in good condition.

Look like Rotas to me. That offset is a bit high, will probably need spacers to clear the strut tubes.

I have a stock set up on a 71 240z. If i were to buy new wheels, what offset would be best?

0 to 10 is preferred I believe. If you go negative, it will work but wheels will poke out of your wheel wells and you might have some rubbing on bumps or if lower the car

Those are the XXR 513. Not very good looking, IMO.
