I use a timing light with a dial back and it seems impossible to tell a difference of 2 or 3 degrees Unless it’s a highly tuned motor there so many other things that vary how well it runs. How many timing degrees might there be between when when the piston reaches the high point and when it starts to move down. Okay so do you know if you have compression pull the plugs and run a compression check or just put you finger in the plug hole. Could the valves be bent or frozen in place. Compression will tell you. Check the oil in the carb and lift the piston let it drop. Don’t second guess the water pump do it while the front cover is off. Order a stainless steal front cover bolt set. Just pulled my front cover and two water pump bolts snapped in side the front cover. I was lucky. With the front cover off I was able to use penetrating oil, heat and a good set of vice grips. I’ll dig through my photos from years ago. But here is how I would describe it. The inner wire of the cable has a medal button attached to it at the very end. In front of it is a nylon looking grommet shaped to snap into the back side of the tab at the top of the gas petal. That grommet allow the gas petal to ride on the inner wire and allows the gas petal to move freely until the lever pulls the wire to make contact. When the lever is pulled back it holds the gas petal at that position. Works good for holding a higher RPM at cold start without using the choke. Aids in warming a cold engine. It could be used for increasing idle speed for sync the carbs but SUs have a screw for that. One way would be to disconnect all of the items you just installed. Add a new fuse. Turn on the light circuit and if the fuse doesn’t blow start adding one light at a time while the lights are power up until they go out. That will tell you where the problem lies. Look for a short or a misplaced wire. You may have one of the ground wires switched. The seller took days to even response and apparently doesn’t know or understand what was done. Hope the buyer isn’t surprised when they figure out what they got for The $.
