Help with brackets on radiator crossmember. 71Z

post-18844-14150829477282_thumb.jpg What attaches to these brackets on the bottom front of crossmember by the horns. I can't find any pics and i forgot what goes there. 2 holes on the front of brackets and 1 hole on the top. Thank you.

No such brackets on my car, they may have been added by a PO for ???

Ive seen a few pics of cars with those but never in person. Not sure what they are for, maybe someone knows.
