would i get away with bogging up this hole? or does it need welding?

Rust is like cancer. You must remove all of it or it will come back. If you use bog (bondo) it will look nice for a couple of months, but then it will start to crack and eventually fall off. If you want to fix it right. Remove the taillight and bumper cut out the rusted metal. Fabricate a patch and weld it in place. Paint both sides and you have a permanent fix.

Bog as you say , is porous . If it is exposed to the atmosphere it will absorb moisture , the same with primer . So any time you have a hole in a panel and you ''patch '' or fill the hole by pushing bondo through it , you will be inviting moisture to penetrate form the back side and it WILL cause further rust to the panel . Shabby body work done this way and this is the cause for a bad name in it's use , SOME TIMES . When you cut away the rusted metal you most likely well find the troubled area is much larger than you thought . As Ed said rust is like cancer , you must remove it . Gary

That is an easy repair to access. I would not even think of not replacing the metal. May need to fair it a bit with bog but, only after removing and replacing the cancer.

Mike here we call car putty bog. some other names are slag, spack, filler, and bodgie.

we call it bog because it resembles the mud you find in peat bog. I have no idea why its called spack or slag though but they are common names used in panel beater workshops.

Bondo is a brand name for body filler over here. I think Regan's chimp's name was Bonzo.

"Spack" must be derived from the word spackle, which is a filler used for filling seams and imprefections in drywall. Drywall is an interior wall covering for your buildings. I've heard it called gypsum board and wall board as well.
