Stuck floats. This causes the carburetors to overfill, and it's coming out the vent pipes and into the air cleaner. They could be stuck from the gas turning to varnish. If you're not familiar with tearing down SUs, you might want to consider contacting Bruce Palmer at Z Therapy for the Just SUs video.

You can source them on Amazon or eBay. There is a lot more variety than 5 years ago. For the corner markers, the issue tends to be the shoulder at the top of the socket. The side markers aren't that wide at that point.

I have a scissor lift in my garage. Do you think the jacking plates would work with lifting at 4 points? I envision the front being raised on the thick part of the frame rails while the rear would be raised wherever the jacking plates are welded on.

Thursday was the monthly meeting for the Georgia Z Club. I use the club meetings as "Drive Your Z to Work" days, weather permitting (and sometimes even if I know the Z might get rained upon). The weather was pretty good, considering it's January, so I was in the Z car. I received one thumbs up on the drive in. That always feels good. On the drive home, I heard the driver next to me honk his horn. I turned to look, and he also gave a thumbs up. Then a little while down the road he got behind me, flashed his lights, and briefly turned on his right turn signal. I figured that he wanted to talk or get a better look at my car. I turned into the next shopping center, and he followed. He started off saying that he used to own 7 Z cars. He was active in the local Z scene 20 years ago, but as life changes happened, his Z collection went away. He told me that when he saw mine, he had to get a closer look. We chatted for a while, and I gave him a card for the club. I told my wife about the incident when I got home. She was surprised that I pulled over. I guess I lead a charmed life that I was confident about the other guy's intentions.

70-74 Center stock front valance panel needed
Well, when I replaced the valance and corners on my 74, I tossed the old ones because they were beaten up. On the other hand, before I did that, I bought valance and corners for a 74, but I don't know if it would fit a 71 properly. On http://www.carpartsmanual.com, the corners are the same, but there are at least 3 center pieces. I don't know if you could adapt the one I have easily.

Utility lights
I suggest you go here and download the 78 280Z wiring diagram in PDF form. I was able to find all of the circuits. As for how to fix them, download a copy of the 78 FSM. The link to is should be in my signature. Look in the BE section. It has breakouts of the circuits. Use an ohmmeter, pull the fuses, and verify they are good. Use the ohmmeter to verify the wiring and switches are good. Verify the circuits are grounded in the appropriate locations.

Nissan part number 25420-N4202, and it appears to be 1976 only. However, it's not listed as NLA, yet, so a dealership may be able to get one. It would be around $11 + shipping from http://www.courtesyparts.com, http://www.nissanparts.cc, or http://www.nissanpartsdeal.com

Experencing tunnel heat in RedBird
I would have to look at the FSM to be sure. Likely candidates include a watercock that is stuck open or a heater cable that came loose with the watercock in the full open position. If it's the former, a good flushing may loosen it enough to operate. If it's the latter, reattach the cable if it's in good condition.
