What works best for removal (wire brush on drill or elbow grease)?2. Should I prime and paint after removal (entire interior or spot)?3. Should I install noise dampening material or OEM type paddingbefore laying carpet? Wire brush on drill, unless you have the equipment, and like the mess that sandblasting will leave.2. POR-15 is IMO the best treatment to use in this area to ENSURE that no rust will come back. Do a search here, and on the web for more information on what it is, and how it works.3. Personal preference here. I am installing sound deadner "Q-Pads", then OEM type padding and carpet.
