Are all paint reducers the same?

For stone chips, you don't need any reducer. You will be applying with a small brush I imagine and you will want the paint to be as thick a viscosity as possible, in order to fill the chips and prevent running. If in doubt and you still wish to thin the paint and there is no label on the can, just take it to any good paint supply house. They will be able to determine the proper cutting agent needed.
