I'm putting together my coil overs. The washer on the bottom is welded on. My question is, do I weld the threaded sleeve to the washer or just let it sit on top? It seems like it should be welded.

Ive welded mine on but bolt in commercial ones I've seen, the threaded portion sits on a welded ring and allowed to rotate.
