Would that be one of the fuses on the panel in the passenger side? I have a test light but I don't think I have a meter.

I recently bought a 1979 280zx as my first project car. While waiting on some other parts to ship I decided to replace the headlight bulbs to see if they were just burnt out. After replacing them they still won't turn on. What is my next step? I bought a headlight relay but that won't fit in the relay box under the hood. There are also some relays behind the glovebox but I'm not sure which is which. I'm brand new to cars so any help is appreciated, thanks!
