Bolt for seat lap belt retractor

Hi everyone,

My car didn't come with seat belts and I'm trying to install them now. If I may get some help trying to identify which one of these two of three bolts are used for the seat retractor (not shoulder), and which one goes on the tranny tunnel attachment point.

Secondly where do I attach the two pieces of thin metal? Any pics would help. Thank you.
