Yes and no.

Yes its From Wangan Midnight, but not from the video. That video is for the Playstation 2 game.

Its a manga about 'Akio' (that him in the picture) who gets a S30 Z from a junkyard and races it on the wangan line. (thats a freeway/highway in Japan)

It was also made into 4 movies. I've only ever seen the first one.

It was also made into a series of arcade games and computer games.

Theres a new WM game out soon for the PS3 - see youtube for the video.

It also soon to be made into anime.
