help with bolts.

im taking the valence of this 260 thats a tad rusted. the valence and the turnsignal thanga mahjig below the headlight bucket. there a bolt stuck on both sides. they turn inside the fastener.

i can cut the heads off at the resk of destroying the good fenders.

or is their another way?

any help would be great thanks.
