Signal light problem

Most of the wiring problems are being located but we still have trouble with the signal lights. Four way(emergency) flashers work but the only way we can get the turn signals to work is to send a direct hot wire to the flasher and disconnect the emergency flasher switch. Lots of spare parts were included with my car so we are trying everything. Any ideas?
