What makes a N47 head less suitable on a 3.1L stroked L28?

They are the same head except for the exhaust port shape and the exhaust liners in the N47 head.  Same valves and combustion chamber.  People have supposed that the N47 exhaust port shape and size hinders flow but flow tests have shown little difference.  They would both work on that block and give similar performance.
